IS 1417 is the Indian Standard issued by the Bureau of Indian Standards (BIS) that defines the grading and nomenclature of cut and polished diamonds for the Indian market. The standard sets out the terminology, classification, and disclosure requirements for diamond grading in India and serves as the reference document for laboratory practice, retailer disclosure, and consumer protection in the country's domestic diamond trade.

Scope

IS 1417 covers natural diamonds and addresses the four traditional Cs of diamond grading, colour, clarity, cut, and carat weight, with definitions and grading scales aligned in substance with international standards but adapted to Indian trade practice. The standard prescribes the nomenclature to be used on retail tags and laboratory reports, the methods for measuring and reporting weight and dimensions, and the rules on disclosure of treatments where applicable.

The standard also incorporates by reference related Indian standards, including IS 2112 on diamond classification, and refers to ISO and CIBJO standards as benchmarks where international harmonisation is appropriate.

Role of the BIS

The Bureau of Indian Standards was established under the BIS Act 1986 (replaced by the BIS Act 2016) as India's national standards body and certification authority. BIS standards are voluntary unless made mandatory by government notification, and IS 1417 functions as the reference standard for compliance by laboratories, retailers, and import-export documentation. Major Indian gem laboratories such as IIJS, the Gem and Jewellery Export Promotion Council (GJEPC) certified labs, and the various Mumbai- and Surat-based laboratories operate within the IS 1417 framework.

Significance to the international trade

India is the world's largest diamond cutting and polishing centre, processing an estimated nine of every ten rough diamonds traded globally. IS 1417 therefore has implications well beyond the domestic market, since Indian-cut diamonds destined for export are typically graded against the standard before despatch and the Indian retail tags and certificates that travel with them reference IS 1417 directly. International buyers handling Indian-graded stones benefit from understanding how IS 1417 maps to GIA, IGI, and HRD nomenclature, since the underlying grading scales are similar but with localised terminology and disclosure conventions.

Updates and revisions

The standard has been revised at intervals since its first publication, with revisions reflecting changes in international grading practice, the emergence of new treatments and synthetic diamonds, and the consolidation of disclosure requirements. The current version available through the BIS catalogue should be consulted for the authoritative text. Trade members operating in India or importing Indian-graded stones for resale should keep a current copy as part of their disclosure and quality-control documentation.
