How a Mughal-era court jewellery centre became the dominant global cutting hub for the modern coloured-stone trade

Jaipur's position as the world's principal coloured-stone cutting centre is a relatively recent development on a centuries-old foundation. The Mughal-era and Rajput court jewellery tradition established the city as a centre of skilled gem-related labour by the eighteenth century, but the modern role — the city as the principal point through which the world's emerald, ruby, sapphire, tanzanite, tourmaline, garnet and secondary species pass on the way from rough to retail — was built between the 1960s and the 1990s through a combination of geography, labour cost, generational skill transfer and trade-association infrastructure.

The historical foundation

The court jewellery tradition of Mughal-Rajput Jaipur (see Jaipur, Jadau and Jadau Polki Bridal entries) had concentrated several thousand skilled gem-related workers in a defined urban area within walking distance of the City Palace. The Johari Bazaar, founded as part of Sawai Jai Singh II's 1727 city plan, had functioned for two centuries as the working district for the Indian-source gem trade — emerald, ruby and sapphire from the limited Indian deposits and from the Burmese and Sri Lankan trade routes that ran through the subcontinent. The skill base, the apprenticeship structure and the dealer-to-cutter relationships were all in place.

The 1960s to 1990s transformation

The modern hub status was established in three stages. First, the 1960s and 1970s saw the opening of the Brazilian gem fields (the emerald deposits of Minas Gerais and Bahia, the tourmaline of Paraíba and the wider gem-pegmatite belt) and the Tanzanian Merelani tanzanite discovery (1967), creating large new flows of rough gem material into the international trade. Indian dealers, with their family connections through the Mumbai shipping ports and their skill base in Jaipur, were positioned to handle the cutting work at a labour cost that the European centres (Idar-Oberstein, Antwerp, Geneva) could not match.

Second, the 1980s and 1990s brought the African gem boom: Zambian emerald (large-scale production from Kagem from 1976 onwards), Mozambican ruby (the Montepuez discoveries of the 2000s), Madagascan sapphire (Ilakaka, late 1990s), Ethiopian opal and emerald, and the wider East African coloured-stone cluster. By the early 2000s the bulk of the world's African gem rough was flowing through Mumbai ports to Jaipur cutters.

Third, the trade-association and infrastructure build-out — the Gem and Jewellery Export Promotion Council (GJEPC) regional office, the Jaipur Jewellery Show (annual since the early 2000s), the Indian Institute of Gemology, the network of private gemmological laboratories — provided the institutional framework that made Jaipur the default cutting destination for international rough buyers.

Economic structure

The trade has a distinctive structure. The rough is purchased at source by dealing houses headquartered variously in Jaipur, Mumbai, Bangkok and the source countries. The rough is brought to Jaipur and contracted to small cutting workshops (typically 5 to 50 cutters working in family-owned premises) on a labour basis. The cut stones are returned to the dealing houses for grading, sorting into matched parcels and onward sale. The final retail markets are the United States (the largest single destination), Europe, the Gulf, China, Japan and Australia.

The labour cost differential is substantial. A cut emerald that would cost $50 to $100 per stone in cutting labour in Idar-Oberstein costs $3 to $10 in Jaipur for equivalent quality, with the differential reflecting both wage levels and the higher capacity of Indian cutters for the close-tolerance calibrated work that supplies the international jewellery trade. The structural consequence is that essentially all volume coloured-stone work now passes through India, with the European centres surviving in narrow specialty roles (Idar-Oberstein for fancy carving and German-trade specialty cuts; Antwerp and Geneva for high-end one-off cutting work and for diamond rather than coloured-stone production).

Quality and ethical positioning

Jaipur cutting quality has improved markedly over the past two decades. The 1980s and 1990s reputation for indifferent cutting on commercial goods has been displaced by a tier structure in which the best Jaipur cutting now competes directly with the European specialty work for upper-mid and upper-end coloured-stone production, with the best Indian cutters working for the international high-jewellery brands directly. The lower commercial tier remains the bulk of the volume but is itself improved over the historical baseline.

Ethical-sourcing concerns surrounding the Jaipur trade have focused on three issues over the past two decades: child labour in the smaller workshops (addressed through the Bachpan Bachao Andolan campaign and the GJEPC labour standards); silicosis among cutters (an industrial-disease issue that the GJEPC has addressed through workshop ventilation requirements and protective equipment programmes); and the disclosure of treatments at the cutting and parcelling stage. The GJEPC and CIBJO disclosure rules now apply across the trade, and the major international buyers operate independent compliance audits at supplier level.

Position in the global trade

The Jaipur hub now sits alongside Bangkok (the principal centre for Southeast Asian gem material and for high-end ruby and sapphire work) and Hong Kong (the principal centre for jadeite and for the Greater China retail trade) as one of the three pillars of the global coloured-stone trade. The Antwerp and Geneva centres handle diamond rather than coloured-stone production, and the New York and London markets are wholesale and retail rather than cutting. Jaipur's volume share of cut coloured stone is generally estimated by GJEPC and trade observers in the region of 60 to 70 per cent of the global total, making the city the single most important coloured-stone trade location in the world.
